Preheat your oven to 375°F (190°C) and grease a baking dish.
In a bowl, mix ground meat, breadcrumbs, egg, onion, garlic, soy sauce, sesame oil, pepper, and salt. Form into small meatballs. Sear in a skillet until browned.
In a saucepan, combine honey, soy sauce, ketchup, water, and garlic. Heat until bubbling, thicken with cornstarch if desired.
Spread uncooked rice in the baking dish, add bell peppers and peas, drizzle with olive oil. Pour chicken broth over, nestle meatballs in, and drizzle sauce on top.
Cover with foil and bake for 40 minutes, then uncover and bake for another 10-15 minutes until rice is cooked and golden.
Let rest, garnish with green onions, and serve.
