In a medium bowl, whisk together flour, cornmeal, sugar, baking powder, and salt. In a large bowl, whisk the egg, creamed corn, melted butter, and sour cream until smooth.
Pour the dry ingredients into the wet mixture and stir just until combined. Gently fold in the scallions, corn kernels, cheddar cheese, and half of the crispy bacon.
Divide the batter evenly among the prepared muffin cups. Bake until puffed and lightly golden (23-27 minutes). Let cool in the pan for a few minutes, then transfer to a platter. Top each bite with a small dollop of sour cream, the remaining bacon, and extra sliced scallions.
