Ensure cream cheese and butter are at room temperature. Zest the orange and sift the confectioners' sugar.
In a medium mixing bowl, combine the softened cream cheese and butter. Stir for 1 to 2 minutes until perfectly smooth and creamy.
Add the orange extract and fresh orange zest to the cream cheese mixture. Stir well for about 30 seconds until fully combined.
If you'd like a lovely orange hue, add 1 to 2 drops of orange gel food coloring and mix until the color is consistent.
Gradually add the sifted confectioners' sugar to the mixture (starting with 1 cup, then 1.5 cups, then the remaining sugar). Stir thoroughly after each addition until it's fully incorporated.
Continue mixing until the mixture transforms into a thick, moldable dough that holds together nicely.
Pinch off small pieces of the dough and roll them into 1/2-inch balls. Arrange these balls on a baking sheet lined with parchment paper.
Gently flatten each ball with the back of a fork to create a classic impression.
Place the baking sheet with your shaped mints into the refrigerator for 1 hour to firm them up.
Serve the mints once chilled.
