In a medium pot, combine tea bags, water, vanilla extract, star anise, cardamom, cinnamon stick, vanilla bean, and turmeric. Heat over medium until simmering, then lower heat and simmer for 3-5 minutes.
Strain the tea mixture to remove spices. Fill two glasses with ice and pour the tea over.
In a small bowl, whisk together sweetened condensed milk and evaporated milk until smooth.
Pour the milk mixture over the iced tea and garnish with mint leaves.
