Instructions
Combine all ingredients in a medium saucepan and whisk thoroughly.
Heat over medium-low, stirring often, for 5-7 minutes until warm.
Pour into a measuring cup and let cool to room temperature.
Refrigerate until chilled, then whisk again before use.
